Public sector partnerships

A long-term land counterparty for local authorities.

Grupo Gosen works with local authorities and public bodies where land ownership, disposal, stewardship and long-term asset management require a commercially disciplined private-sector counterparty.

How we support authorities

Land disposals work best when the buyer understands what sits behind the title.

Local-authority land is often more complex than a conventional investment purchase. A parcel may have been held for service delivery, highways, amenity, recreation, housing, environmental management, depot use, allotments, open space, drainage, historic estate purposes or future strategic requirements. Its title can include covenants, licences, rights, occupational arrangements, service obligations and public-facing sensitivities that need to be understood before a disposal can be completed responsibly.

Grupo Gosen approaches these opportunities as a long-term owner. We can assess the commercial value of the land while also understanding the operational and estate-management issues that continue after completion. That makes us relevant where an authority is seeking more than a simple purchaser: it needs a counterparty capable of absorbing ownership responsibility, maintaining records, managing occupation and dealing professionally with neighbouring owners, residents, users and statutory bodies.

Our role is not to replace the authority’s statutory decision-making or procurement obligations. It is to provide a credible acquisition and ownership route where a disposal is appropriate, supported by clear transaction terms, proportionate due diligence and a defined handover of ownership responsibilities.

A practical authority-to-owner process.

The precise route depends on the authority’s governance, valuation, procurement and disposal requirements.

01

Define the asset

Establish the land extent, title, current use, occupation, service function, restrictions, statutory context and any retained rights.

02

Establish disposal objectives

Clarify whether the priority is capital receipt, removal of management liability, regeneration, transfer of stewardship, rationalisation of non-core land or a combination of objectives.

03

Commercial review

Grupo Gosen evaluates value, ownership costs, legal complexity, environmental matters, income, capex and long-term use scenarios.

04

Transaction structure

Terms can then address price, conditionality, rights retained by the authority, overage, access, occupation, handover and other matters required for an orderly transfer.

05

Ownership transition

After completion the asset moves into Grupo Gosen’s estate-management framework, with records, occupiers, contractors and ongoing matters transferred in a controlled way.

Established ownership

A disposal should not simply move a problem from one balance sheet to another.

The long-term credibility of a buyer matters when land has public visibility. Grupo Gosen’s model is based on ownership rather than short-term intermediation. We consider how an asset will be held, administered and managed after acquisition as part of the investment decision itself.

That includes understanding obligations which may survive completion: maintenance, access, fencing, drainage, occupation, estate services, environmental constraints, public interfaces, retained rights and contractual obligations. Where those matters are known and properly documented, they can be incorporated into the ownership plan from the outset.

For authorities and advisers, this creates a more realistic transaction discussion. The question is not only what the land is worth on the date of sale, but what structure allows ownership responsibility to transfer cleanly while preserving any rights, protections or value-sharing arrangements that remain important to the authority.

Local authority FAQs

Can Grupo Gosen buy land directly from a council or local authority?

+

Yes, where the authority has lawfully determined that a disposal is appropriate and the transaction is carried out in accordance with the authority’s legal, valuation, governance and procurement requirements.

Can you consider land with community or recreational use?

+

Yes. Recreational, allotment, amenity and community-use land can be considered where the legal, occupational and stewardship position is understood and a responsible ownership plan can be established.

Can an authority retain overage or other rights after disposal?

+

Potentially. Overage, clawback, covenants, access rights, easements and other retained interests can form part of transaction structuring where commercially and legally appropriate.

Do you acquire small or fragmented parcels?

+

We can consider residual, fragmented and non-core holdings as well as larger strategic sites. The important question is whether the asset has a coherent ownership and investment case.

We acquire land and estate assets for long-term ownership.
